Legislative Update – May 2, 2025

SIXTEENTH WEEK OF THE LEGISLATIVE SESSION

We’re now officially in overtime at the state capitol. Today (May 2) was scheduled last day of the legislative session, but lawmakers have reached a stalemate over key budget and policy issues.

Earlier this week, the Senate and Governor announced a budget deal— without input from the House. The House later released its own proposal, which is about $36 million higher.

Meanwhile, 12 Senate Republicans have said they won’t support any budget unless the Senate first votes on carbon pipeline legislation. It will be several more weeks before the session ends.

LEGISLATIVE ISSUES

As budget and policy negotiations continue between the House and Senate, the first draft of budget bills has been introduced and is moving through committees.

A key highlight in the Natural Resources and DNR budget is a five-year extension of the REAP program (Resource Enhancement and Protection), which was set to expire in 2026. Both the House and Senate included this extension in their budgets, signaling strong support. REAP is a state program that funds the protection and improvement of Iowa’s natural and cultural resources.

The Senate also passed two bills: one to provide more turkey tags for disabled veterans, and one to allow youth deer licenses to be sold during any hunting season.
